Getting Closer with Updated Crewchange Procedures

News

November, 01 2022

Changing the crew requires a relatively long and complicated procedure. Fortunately, the Ministry of Transportation provides convenience and facilitates optimal crew turnover. It is stated in the government's policy of contingency plan for seafarers. So, how about the information regarding updated crewchange procedures? Here are the explanation details.

Before Boat Preparation

Changing crew members is not an easy process. Team Crew need to confirm the departure crew List to the Captain in advance. In addition, information regarding the ship's crew also needs to be reported to the ship's owner to ensure that the crew will also depart. After getting the Crew list, Captain Crewing needs to Double Check all the requirements.

The formalities carried out are checking the SignOn Seamanbook or Passport, Residence Permit, COR and Work Permit Attachment by the Client. Next, Team Crewing prepares several documents such as Crew list, Passport or Seamanbook, Diplomas, Work Permits (if any), and VKSK-Dahsukim. All documents must be submitted to the Operational Clearance Team to run smoothly.

Latest Crew Change Procedure

1. Sign Off Formalities

For crew members who will make crew changes, many processes must be followed. First, the sign off formality must be informed to the shipping agent 2 x 24 hours before the ship's arrival. It is essential to be able to coordinate with Batam Port Health. Furthermore, the crew will carry out various screenings to be processed further.

Upon arrival, the beginning of the ship must prove documents with Last Port PCR 3 x 24Hrs with negative PCR results. If Last Port PCR cannot be provided, Port Health will perform crew PCR upon Arrival in place of Last Port PCR. The crew must carry out this procedure to change the ship.

In addition, Off-signers need to perform 1st PCR before starting Quarantine. In this case, check onboard or at the Hotel for Quarantine. Also, Off-signers must be quarantined for 5x24 from overseas. After that, you can do 2nd PCR on Day 4 of Quarantine under the supervision of Batam Port Health.

Foreign signatories have no specific vaccine requirements, but they are not allowed to leave the airport during flight transit. It should be noted that foreigners cannot get a vaccination certificate in Indonesia. The solution is for the crew change facility to issue a travel recommendation letter from Batam Port Health for foreign off-signers.

2. Enter Foreign Formalities

Foreign signatories must vaccinate at least two doses to enter Indonesia as a formality. In this case, EVISA 211 is a document required to enter Indonesia. Foreign Signatories will be quarantined upon arrival in Indonesian territory at the Designated Quarantine Hotel in Jakarta. Quarantine time is 5 x 24 hours with PCR test on the 1st day of quarantine and 2nd PCR test on the 4th day of quarantine.

3. Enter the Local Formality

Signed Indonesian citizens must quarantine in Batam (Designated Quarantine Hotel) within 5 x 24 hours. Meanwhile, the PCR test was carried out on the 4th day under the supervision of Batam Port Health. If the PCR result is negative, the crew change goes to the Batam Port Health Office to do a Health Clearance to get a Health Cert (for joining ships).

Overall, the procedure for performing crew changes is lengthy. Nonetheless, the Indonesian government is trying to simplify the entry process. Therefore, you can take advantage of the services of PT. Pelayaran Nasional SAMUDRA TUJUH to get a Health Cert and go directly to the ship to continue on & off crew change.
